It can be installed on all tenants not only with MSDN.

This evaluation virtual machine includes:

• Windows 10 Enterprise Evaluation, Version 1809
• Visual Studio 2017 (Build 15.9) with the UWP and Azure workflows enabled
• Visual Studio Code
• Windows Template Studio Extension
• Windows UWP samples
• Windows Subsystem for Linux enabled with Ubuntu installed
• Developer mode and bash enabled
  

This solution is based on https://developer.microsoft.com/en-us/windows/downloads/virtual-machines , that has autologin feature for 'user'. So after login via RDP please be patient to log off this user.

There is also another user adm used for sysprep. After Deploying please remove it.

This image is safe no any additional files – just check it comparing files in vhd using MD5.
